Bone meal cannot be used on dry grass (short and tall) or sweet berry bushes with a block above them

When any block (except item frames and paintings) occupies the block above short dry grass, tall dry grass, or a sweet berry bush, bone meal cannot interact with them. This is true for the player as well as dispensers.

To reproduce, plant short dry grass, tall dry grass, or a sweet berry bush, then place any block excepting item frames and paintings above it. Right click the plant with bone meal.

Expected result: Short dry grass turns into tall dry grass/tall dry grass spreads to an adjacent block/sweet berry bush age advances; 1 bone meal is used.

Actual result: Nothing happens; no bone meal is used.
