End portals and End gateways do not glow when inside glowing minecarts

If you display a custom block in a minecart which is glowing, then that block is typically highlighted alongside the minecart itself. End portal and end gateway blocks violate this expectation.

Commands to reproduce:

/summon minecraft:minecart ~ ~ ~ {CustomDisplayTile:1b,DisplayState:{Name:"minecraft:stone"},Glowing:1}
/summon minecraft:minecart ~ ~ ~ {CustomDisplayTile:1b,DisplayState:{Name:"minecraft:end_gateway"},Glowing:1}

Expected results: both blocks get highlighted.

Actual results: only the stone is.
