If Lure VI or higher is applied to a fishing rod via commands, the fishing rod is unable to lure any fish.
Steps to reproduce:
* Obtain a fishing rod with Lure VI or higher (such as via the command /give @s fishing_rod[enchantments={lure:6}])
* Cast the fishing rod into water
Expected result:
A fish would immediately be lured, as the timeUntilLured is at most 0
Actual result:
A new waiting time is generated every tick due to timeUntilLured never being above 0, thus no fish is ever lured.
