Command suggestions in /gamerule are inconsistent with commands that take identifiers as arguments

Command suggestions present while typing /gamerule are inconsistent with other commands that require resource locations, such as /give, /time, /attribute, etc.

/gamerule suggests both the game rule names with and without the minecraft: prefix, while other commands like /give only suggest items with the minecraft: prefix.

How to reproduce:
1. Type /gamerule in the chat and
2. Scroll down the command suggestions list and observe that both names with and without the prefix are suggested

Expected results:
The /gamerule command suggests the game rule names only with the minecraft: prefix

Actual results:
The /gamerule command suggests names with and without the prefix, effectively doubling the suggested game rule count

To be clear, /gamerule advance_time should work, since both /give @s diamond_sword and /give @s minecraft:diamond_sword are valid commands. However, minecraft:advance_time should be the only one suggested, (instead of suggesting both advance_time and minecraft:advance_time) since this is the case for all commands that require resource locations.
