Short description: When killing creepers, they never drop any gunpowder
Reproduce the issue: I used my creeper farm in the world, and killed over 100 with my looting 3 sword and then another 100 with a non-looting 3 sword for a control.
Expected result: The creepers drop gunpowder. More from the looting 3 sword than what drops for the non-looting 3 sword
Actual result: Only received XP orbs from the creepers and no gunpowder whatsoever
Environment
I only have vanilla tweaks downloaded as a mod, but i removed it from the world to see if if would fix the bug, but the bug remained

i know of a streamer that had this issue today and it was vanilla tweaks more mob heads that was causing the issue.
