Cushions can be placed on all incomplete blocks (chests, glass…) and you can sit on them.

You can place cushions on leaf litter and the cushion will be placed over the leaf litter.
Woop, woop! It’s the fun police! Mojang, this would ruin many cushion builds if this feature is “fixed.”
This is likely working as intended since even in their own header image for the snapshot article, they use this functionality to put a blue cushion intersecting with a blue wool stair (the one Alex is sitting on), and this behavior is consistent with cushions on bedrock edition.
Please do not “fix” this, Mojang. The versatility is very refreshing and considering this to be a bug would remove that.

Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
