Whilst in creative if you hit left Ctrl while flying it will alter your field of view

Yes it would seem so.

Isn't this an intended feature? Sprinting whilst flying makes you go faster.

As described in MC-29711, the issue is not that you can go faster, which you can't, but that the FOV changes regardless of player speed.
