Drowned holding spears can use both the jab and charge attacks at the same time

Description

Prior to 26.3 Snapshot 2, a Drowned holding a Spear would only perform Jab attack. In this snapshot, the attack logic has been altered, and now the Spear-wielding Drowned incorrectly triggers both the Jab and the Charge Attack at the same time.

Steps to Reproduce: 

1. Summon a Drowned holding a Spear:

   /summon minecraft:drowned ~ ~ ~ {equipment:{mainhand:{id:iron_spear},count:1b}}

2. Move close to the drowned.

3. Observe its attack mode.

Expected Result:

The drowned only use the Jab attack.

Observed Result: 

The drowned use both Jab and Charge attack at the same time.
