[MC-309990] The text cursor blinks too fast

For comparison: open the Start menu and watch the blinking speed of the text cursor. And then open the chat in the game and you will notice that the text cursor flashes noticeably more often in the chat than in the Start menu, the search engine, and the like.

The text cursor has been this way since forever. I doubt mojang would even consider this a bug.
