Nvm, restarting my computer fixed this. This report should be invalidated.

Lag spikes seem to be a lot worse here.
These screenshots are captured right after turning the camera approximately 180 degress.
I got another different crash when trying this in a flat world with a few entities and blocks. Still no visual glitches. Very odd.
I got a different crash when attempting to reproduce this after 15 reloads. I saw no visual glitches though.
Fullscreen when starting up the game has broke again after 26.3 Snapshot 9. Both OpenGL and Vulkan look exactly like this
Duplicate of MC-310784. As for the lag, you should update your drivers by searching “Intel 6th gen drivers” and downloading the latest one for your CPU (31.0.101.2115). This might help with lag but probably won’t solve the water flickering.
This just got fixed in MC-308593. Try using 26.3 Snapshot 9 when it comes out in a few days.
To further clarify, the elytra does get repaired while in use. I tested this by using the bottle of experience on the ground and used the elytra to fly close to the ground to collect the xp while never touching the ground.
Your bug report does not correctly describe what is shown in the video. I am not able to reproduce what is described in your bug report and what is shown in your video. However, I did notice mobs moving abnormally fast in your video so I am suspecting that you accidentally sped up your world to a high value using the /tick rate command which makes it seem like your elytra instantly breaks when in reality the durability rate is just being sped up. You should do /tick rate 20 to slow your world back down to a normal rate.
Additional info so people don’t get this bug confused with: MC-308593.
This bug also affects translucent blocks like slime and honey, but animated blocks like lanterns, kelp, prismarine, and lava are not affected.
I personally cannot reproduce this, but it is possible that it only happens in irregular window resolutions. The window resolution for me is 854x480 and 1366x768 on fullscreen so I don’t get the glitch.
