Slight performance regression with the Vulkan rendering backend on Intel iGPUs (Multidraw Terrain Rendering)

There is a slight performance regression only present with this snapshot with Multidraw Terrain Rendering using the Vulkan rendering backend on Intel iGPUs. While Multidraw Terrain Rendering on OpenGL did get a small, but nice boost in performance, it actually regressed with the Vulkan rendering backend. This is a bit disappointing cause I have noticed some nice performance improvements with previous 26.3 snapshots, but this snapshot has pretty much wiped most of that away.
