/place command not placing end city in the overworld of a superflat world

No matter what I could not figure out how to get the /place command to place the end city on a superflat world I’ve tried other superflat worlds and it didn’t work, I also tried to make a big platform elevated up since it could of been a glitch with it being too close to the void but that still didn’t work, I tried to make a superflat world with more ground so that everything is higher but that didn’t work, but when I tried the end dimension and a normal world those work, but no matter what on the superflat in the overworld it keeps on saying “Failed to place structure” from what I’ve seen the only other structures effected are the mansion and the ocean monument but I didn’t look into those as much as the end city.
