If you command yourself a weapon, such as a mace with 499/500 durability and a mace with 0/500 durability, and compare the attack speed of both maces, it turns out that a mace with 0/500 durability has an increased attack speed. Peproduce:
Get a whole mace using the command: /give @s minecraft:mace[minecraft:damage=499]
Get a broken mace using the command: /give @s minecraft:mace[minecraft:damage=500]
Compare the attack speed of both maces.
A broken mace has a higher attack speed than a whole mace.
