Note Blocks do not play sound when hit in creative mode using a tool component

In creative mode, there is no way to make the note block produce a sound without raising it’s pitch. Normally, left clicking deletes the block, but with a tool component, it is possible to hit the block without breaking it, yet the block still doesn’t produce a sound when hit this way.

Steps to reproduce:
1. Get a note block in creative mode
2. Get this tool:

/give @p stick[tool={can_destroy_blocks_in_creative:false,default_mining_speed:0,rules:[{speed:0.1,correct_for_drops:true,blocks:"note_block"}]}] 1

1. Hit the note block with the tool

2. Notice you can left click the note block but it doesn’t produce a sound.

Expected Result:

The note block should make a sound when hit with the tool (left clicked) in creative mode
