"Loading translations failed" error when reloading a resource pack containing a language file

This bug started happening in 26.3 Snapshot 7. In older versions, the language file in my resource pack loaded as expected.

How to reproduce bug:
- Load a resource pack that contains a language file (for example en_us.json)
- Open a world.
- Reload the resource pack (F3+T by default).

Expected result:
The pack loads the language file correctly.

Observed result:
The pack loads, but the language file doesn’t, giving you a pop up saying “Loading translations failed”. After pressing “Cancel”, you can continue to use the pack, however the language file from the pack is not loaded, and reverts to using the default one.
