Raiders can pick up ominous banners even without the `CanPickUpLoot` NBT tag set and with the `mob_griefing` game rule set to false

Raiders in a raid can pick up the ominous banner dropped by a slain raid captain regardless of both their CanPickUpLoot value and the mobGriefing game rule. This applies to all raider types – pillagers, vindicators, evokers, illusioners. – that have the ability to become a raid captain.

This behaviour bypasses two separate control mechanisms:

1. CanPickUpLoot: Even raiders with CanPickUpLoot:0b (as verified by /data get) will pick up the banner and become the new captain.

2. mobGriefing: Even with /gamerule mobGriefing false – which normally prevents all non‑player mobs from picking up any items – raiders will still pick up the ominous banner.

This creates a significant inconsistency: the mobGriefing rule is documented to prevent all mobs from picking up items, yet the ominous banner is a clear exception to this rule.
