The tooltip for the "Allow Commands" button in the World Options screen doesn't appear after pressing it

The “Allow Commands” button in the World Options menu now has a tooltip that shows when hovering over or selecting the button. However, it only shows up if the button wasn’t pressed; pressing the button will make it no longer appear until you close and re-enter the World Options menu. No other button in the game seems to have this behavior.

Steps to reproduce:

1. Open the World Options menu.

2. Observe whether the tooltip shows on the Allow Commands button.

3. Press the button at least once.

4. Observe whether the tooltip shows now.

Expected result:

The tooltip would still show after pressing the button.

Actual result:

The tooltip does not show after pressing the button.
