[MC-311088] Floating grass can generate in villages

Steps to reproduce:

Generate a standard world with the seed “-5439784503205562172”.

Execute

/execute in minecraft:overworld run tp @s -799.80 63.00 -867.23 -128.85 41.55

❌ Short grass has generated floating over another short grass.

Edit: There is a second instance in the same village; in this case short grass is floating over water:

/execute in minecraft:overworld run tp @s -811.85 63.00 -893.32 -194.40 28.50

If I have read correctly, that ticket only mentions grass generating on solid (but invalid) blocks, whereas here grass generates over water and other grass.

oh, you’re right, the report itself mentions only solid blocks, but someone sent a screenshot in the comments where grass generates over water, so I don’t know
