The /place feature minecraft:desert_well command can still place desert wells even though this feature was removed from world generation in 26.3‑snapshot‑8.

The feature desert_well itself is not removed. It is updated to use overlay of templates instead of hardcoded desert_well feature type.
The hardcoded feature type is obsoleted and has therefore been removed.
The feature itself persists and can be placed by /place command.
