Potions arrows deal damage to Endermen in boats but still bounce off

Description
When shooting an Enderman sitting in a boat using a tipped arrow fired from a bow, the Enderman receives damage, but the arrow visually bounces off as if the attack was dodged/deflected. Normally, Endermen cannot dodge projectiles while riding a boat, and arrows should stick or disappear upon hit rather than bouncing off while dealing damage simultaneously.

Reproduce

• Place a boat and lure an Enderman into it so it gets trapped.

• Obtain a bow and any tipped arrow (e.g., Tipped Arrow of Harming or Poison).

• Shoot the Enderman in the boat with the bow.

• Observe the interaction: the Enderman takes damage, but the arrow bounces off its body.

Expected Result
The arrow should hit normally and deal damage without bouncing off, or behave consistently with how projectiles interact with entities in vehicles.

Actual Result
The Enderman takes damage and gets the potion effect, but the arrow bounces off as if deflected.
