[MC-311426] While submerged or in F5 view, the player can see underwater clearly — no water fog.

With this bug, the player can see what is under water without water fog, even Enhanced Transparency does not help. I'll try to study this bug further.
This bug does not depend on the processor or video card.

I don't see this problem with lava. This is a water-only issue.
