Particles from water evaporating in the Nether are not properly displayed

When a water bucket is used in the Nether, large smoke particles appear.
However, they can only be seen by the player who uses the water bucket.

This also affects dispensers containing water buckets. When a dispenser uses a water bucket in the Nether, the particles cannot be seen by any players.

Steps to reproduce

1. Join the same multiplayer world with two accounts.

2. Make a Nether portal and enter the Nether.

3. Use a water bucket, or activate a dispenser containing a water bucket.

4. Check whether the particles can be seen from both accounts.

Expected result

The particles can be seen by nearby players.

Actual result

When a player uses a water bucket, the particles can only be seen by the player who uses it and cannot be seen by other players.

When a dispenser uses a water bucket, the particles cannot be seen by any players.
