[MC-31157] Flowers spawning in light 0

I was exploring some caves underground, and I saw some flowers on some dirt, even though the light level was 0. Seed 105008760, co-ords x:35, y:49, z:1256, World type amplified.

this can happen during world gen and when endermen place flowers. It's like mushrooms spawning on leaves or stone because the light level is low enough.
