[MC-311598] crouching next to a fence/wall can sometimes not work

when crouching on a fence if you go up against a wall block(specifically one with the middle part sticking out) the game allows you to fall. i assume this is because the gap is just barely large enough to fit the player but not large enough for the crouching mechanic to not allow you to fall. this can also happen on a lectern crouching to a fence.
