Shovels no longer lose durability when extinguishing campfires

A shovel extinguishes a campfire but does not lose one durability. In 26.2, extinguishing a campfire with a shovel decreased the durability of the shovel.

Steps to reproduce the issue

1. Place a campfire.

2. Extinguish the campfire with any shovel.

3. Observe that the campfire is extinguished, but the shovel durability is unchanged.

Expected result

The shovel extinguishes the campfire and loses one durability.

Actual result

The campfire is extinguished, but shovel damage remains unchanged.
