Enabling fullscreen mode while the game window is maximized with the "Exclusive Fullscreen" option disabled unmaximizes the window

As of 26.3 Pre-Release 3, enabling Fullscreen while the game window is maximized and the “Exclusive Fullscreen” option is disabled will unmaximize the window, while keeping the resolution from when it was maximized. This does not occur if Exclusive Fullscreen is turned on.

Steps to reproduce:

1. Maximize the game window.

2. Ensure the “Exclusive Fullscreen” option is turned off.

3. Enable Fullscreen.

4. Disable Fullscreen.

5. Observe whether the window is still maximized or not.

Expected result:

The game window would still be maximized after enabling Fullscreen.

Actual result:

The game window is unmaximized upon enabling Fullscreen.
