FPS capped at monitor refresh rate despite VSync being disabled (OpenGL)

Sometimes, the in-game FPS gets locked to the monitor's maximum refresh rate even though the "VSync" option is turned off in the settings. The framerate remains capped until I manually toggle VSync on and then off again. This issue occurs while using the OpenGL rendering engine.

Steps to Reproduce:

  1. Launch Minecraft with OpenGL enabled and ensure VSync is set to "OFF" in the video settings.

  2. Enter a world or join a server.

  3. Observe the FPS counter (after some time it is capped at the monitor's refresh rate, e.g., 60Hz/144Hz).

  4. Go to Video Settings, turn VSync "ON".

  5. Turn VSync back to "OFF".

  6. Observe the FPS counter again (it is now unlocked and goes beyond the refresh rate).

Observed Results:
FPS is capped despite VSync being explicitly disabled. It requires toggling the setting to register correctly.

Expected Results:
FPS should be fully unlocked from the start if VSync is set to "OFF".
