Hoe doesn't not make farmland

While in game, the hoe will not make farmland from dirt. i am able to break the dirt block and replace it, but i cannot make any more farm space at this time. i have tried in single player and in realms, both have the same lack of action. there is no error message provided, it just doesn’t change the blocks.
