The hoe will not create a farmland block if you have a shield in your secondary hand… once the shield is move to your inventory the hoe works fine. Feature or bug?

However, this issue is Working as Intended.
The report you have submitted is working as intended: refer to the 26.3 Snapshot 2 changelog, which is quoted below:
When using a Shield together with a Hoe or a Shovel, raising the Shield will take precedence over tilling and pathmaking
Please note that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.

This was an intentional change in the latest snapshot to prioritize shielding over tilling dirt with hoes or pathmaking with shovels. Not a bug.
