Tools don't work as intended after switching versions

I have created a world in version 1.21.11, and haven’t switched to a new version for a while. I recently changed to version 26.3, but I can no longer use tools like hoes, axes and shovels to interact with blocks. I can still mine with them, but creating paths, farmlands, or stripped logs became impossible after changing the versions. I loaded in an older backup version, but after optimizing it, the issue still remained.
