The Bug:
The options.fullscreen.unavailable string is improperly capitalized, unlike similar strings.
When no monitor can be found, this string replaces the whole text of the Exclusive Fullscreen Mode button in the video settings. The Narrator button does the same when the narrator is unavailable, and its text is written in title case ("Not Available"), therefore introducing an inconsistency.
