enchanting tables don't suffocate the player

relates to MC-203377 and MC-311834

enchanting table does not suffocate the player when they are inside the block, while inside the block, the player is able to move normally and see through it

Steps to reproduce:

1. switch to the survival mode

2. /fill ~ ~1 ~ ~ ~ ~ minecraft:enchanting_table

Expected result:

the player would take suffocation damage and would not be able to see through the block when standing inside an enchanting table
