[MC-312178] Menu bar not shown even if menu/dock visibility is on

Steps to reproduce:

Fullscreen mode: on
Exclusive fullscreen: off
Menu/dock visibility: on

Observed results

Only dock can be revealed; menu bar in the top of screen can’t

Expected results

Both should be able to be revealed

I can’t reproduce this. Sometimes macOS can be a bit slow to reveal these system elements for applications in fullscreen, but it’s never been a major problem for me. Are you able to consistently reveal the dock and not the menu bar?
