In earlier verions, when placing a sign with text data (for example copied with CTRL + MMB) you could just place it down without the text input window opening up, that was especially usefull for building with signs, this behavior no longer works.
Place a sign, write something on it, copy it by pressing CTRL + MMB, place it somewhere and the sign UI will open up.
The sign just places like a normal block.

The report you have submitted is working as intended: refer to the 26.3 changelog, which is quoted below:
Changed the rules for opening the Sign edit screen after a block is placed:
Previously, the screen would open unless
minecraft:block_entity_datawas applied successfullyNow, the screen will open only if it could be opened normally by clicking the block (i.e. it's not waxed and only has editable text on the front side)
Please note that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
