Minecarts inaudibly reuse their movement sound as a placement sound

When closed captions are turned on, placing a minecart will play the minecart moving sound event, as evidenced by the appearance of “Minecart rolls” in the game subtitles. This is unintuitive, as all other placeable entities (paintings, item frames, cushions, armor stands) instead display “[Name of thing] is placed”. In addition, the sound can barely be heard.

To reproduce, turn on subtitles and place a minecart.

Observed: “Minecart rolls”, almost no audio

Expected: “Minecart is placed”, clear sound
