it seems like it should be a feature that even when capes are hidden, their unique elytra skins and models persist… otherwise you just wouldn’t equip a cape in the launcher, right?
this feels like a bug to me, so yeah. if i equip a cape but hide it in skin settings in-game, my elytra should still reflect the cape i equipped?

That's not true the design is not supposed to be on the elytra when you have not equipped the cape in the launcher or website. This is not a glitch and is an intended feature.
@MM no im saying YES EQUIPPED in launcher or site, but HIDDEN in game in skin customisation for capes
it’s not exactly a bug; it seems to have been done intentionally, so your bug report should probably be a suggestion instead

This is most likely intentional. The cape modifies the texture of the elytra, and if the cape is disabled, then the elytra texture should also be vanilla aswell.
