[MC-312413] Frostbite cannot naturally spawn with armor

In the newest version, when a Frostbite is naturally spawned, it is never spawned with any armor equipped. This has been verified with over 100 naturally spawned Frostbite.

Can confirm. I am actually going to limit this report to armor only and have made MC-312416 to track frostbite not having a chance for a melee weapon.

For comparison, zombies and husks can spawn with armor while drowned cannot (and it would render incorrectly if they did due to MC-217555).

After consideration, the issue is being closed as Working as Intended.

Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
