[MC-312428] Husk transforms into a normal Zombie before becoming a Frostbite mob in Powder Snow

【 Steps to Reproduce 】

Open a new creative world in Java 26.4 Snapshot 3.
Dig a hole and fill it with Powder Snow.
Spawn a Husk inside the Powder Snow.
Watch the transformation sequence.

【 Expected Result 】
The Husk should freeze and convert directly into the new Frostbite mob.

【 Actual Result 】
The Husk undergoes a double transformation: it converts into a regular green Zombie first, and then that Zombie turns into a Frostbite mob.

This behavior is already tracked in MC-312366, which has been resolved as Works As Intended; Bedrock Edition behavior will be updated to match this.
