[MC-312485] Sulfur cubes equipped with blocks with curse of binding are able to have those blocks removed

When sulfur cubes are equipped with blocks with curse of binding, they are still able to have those blocks removed via shears.

Steps to reproduce:
1. Create a new creative world
2. Enchant a block with curse of binding via anvil
3. Equip the block to a sulfur cube
4. Left click the sulfur cube to remove the applied block

The block is then removed, which is not supposed to happen when an item with curse of binding is equipped.

While unable to be replicated in vanilla survival worlds, this bug has consequences for any map creators who would like to have sulfur cubes and shears in the same area.
