Zombies wearing leather armor don't shake while converting into frostbites

Steps to Reproduce:

  1. Fill a 1x1 hole 3 blocks deep with powder snow

  2. Summon a zombie wearing a leather chestplate inside it:
    /summon zombie ~ ~ ~ {PersistenceRequired:1b,equipment:{chest:{id:"minecraft:leather_chestplate",count:1}}}

  3. Watch it for about 25 seconds

Observed Results:
The zombie converts into a frostbite without shaking first.

Expected Results:
The zombie shakes before converting, like zombies converting into drowned and skeletons converting into strays.

Code analysis:
AbstractZombieRenderer sets state.isConverting = entity.isUnderWaterConverting(), so only drowning conversion is
checked. Zombies without armor still shake because they become fully frozen, but leather armor prevents freezing
without preventing the conversion. Skeleton#isShaking checks its freezing conversion, so skeletons shake correctly.

Can confirm. It is a little surprising that zombies and skeletons wearing leather armor are able to convert at all, but it is consistent with eg. zombies wearing turtle shells being able to convert to drowned in the same amount of time, and changing this behavior would mean that mobs which spawn with the appropriate equipment and cannot pick up loot would not be convertible (although in terms of gameplay impact that would be neither here nor there).
