The Bug:
The gui.abuseReport.draft.restart string uses the verb "Start" instead of "Create", unlike similar strings.
This string is the name of a button on the "Edit Draft Report?" screen, which is shown when the "Edit Report" button is pressed on the player options screen. The button says "Discard and Start New Report", while the message directly above it asks whether to "discard it and create a new one", and other strings about new reports also use the verb "create", therefore introducing an inconsistency. A similar inconsistency was fixed for the mco.configure.world.invite_codes.subtitle string in MC-312112.

Steps to Reproduce:
Join a server that has at least one other player online.
Open the other players screen and click on a player's player options button.
Click on the "Report" button, and then click on the "Player Name" button.
Type anything into the comment box, click on the "Back" button, and then click on the "Save as Draft" button.
Click on the "Edit Report" button.
Observe the verb used within the "Discard and Start New Report" button.
Observed Behavior:
The verb "Start" is used.
Expected Behavior:
The verb "Create" would be used.
