[MC-312563] The icicle in the Creative mode inventory is placed in the wrong spot

If you compare the pointed dripstone and sulfur spike in the inventory the are organized next to the blocks they generate with in their caves whereas the icicle is organized next to the prismarine block.

Expected result:

The icicle should be next to the ice blocks because of the ice caves.

I would also like to add that it may make sense to include the ice crystal block with the other ice blocks as well due to the fact that the surrounding blocks don’t match as well.
