/tag list always returns "no tags on the 0 entities" when no tags are present on multiple entities

The Bug:

The '/tag list' command always returns the success string “There are no tags on the 0 entities” when none of the selected entities have tags, regardless of how many entities are selected.

Steps to Reproduce:

Run the following with any selector that will select multiple entities without tags, but no entities with tags:

/tag <targets> list

Run the following to confirm a non-zero number of targets were selected:

/execute if entity <targets>

Expected Behavior:

The returned success string should contain the selected number of entities. For example: “There are no tags on the 15 entities”.

Observed Behavior:

The returned success string is always “There are no tags on the 0 entities”.
