Witches, withers, and llamas no longer attack targets outside of their attack radius

The Bug:

Witches, withers, and llamas no longer attack targets outside of their attack radius.

This also affects drowned (MC-312394) and snow golems (MC-312733).

Since 26.4 Snapshot 3, mobs that use the same ranged attack as frostbites only attack when their target is inside their attack radius. Before this, snow golems and witches attacked any target they could see, up to 16 blocks away.

Steps to Reproduce:

1. Summon a witch inside of a boat so that it can't move, by using the command provided below.

   /summon minecraft:oak_boat ~ ~ ~ {Passengers:[{id:"minecraft:witch"}]}

2. Stand around 14 blocks away from the witch and switch to survival mode.

3. Wait around ten seconds and observe if the witch throws potions at you.

Observed Behavior:

The said mobs no longer attack targets outside of their attack radius.

Expected Behavior:

The said mobs would attack targets outside of their attack radius, just like they did in 26.3.
