[MC-312958] Packed Ice and Calcite Blocks of ice caves can generate exposed on the side of cliffs

Sometimes in world generation, these two components of ice caves somehow have the ability to generate exposed on the side of cliffs. It like creates patterns on the cliffsides, thus obstructing the look of the cliffside.

Steps to Reproduce:

Note: It is hard to find this when exploring a world so I will provide a seed of this occurrence.

Use the seed 4011345668433078720 in the latest snapshot 26.4 Snapshot 6
Teleport to the coordinates -585 63 -3124
Observe the area around those coordinates and you can absolutely notice that the calcite and packed ice of ice caves are able to generate exposed on the side of those cliffs.

Expected Result: The ice cave components would NOT generate on the side of cliffs.

Actual Result: Those ice caves components somehow are able to generate on the side of cliffs.

Seed and coordinates were provided.

Note that no other biome does this, and it is more abnormally then EVEY other cave biome in Minecraft.

On another note: if you go through those bugged out generating ice and calcite splotches on the cliff in spectator made, you can for that there is nothing behind it most of the time.
