Brittle ice does not break when shulkers are on the bottom or sides

MC-312610 was fixed this week, however there is residual illogical behaviour to note here: shulkers only break brittle ice if they’re attached to the top face. They do not do this if attached to the sides or bottom of the block, despite the fact that they’re structurally anchored to it and it has to bear their weight.

To fix, brittle ice should break in this scenario.
