[MC-31336] Able to jump on fences

You are able to jump fences when they have a carpet on.

Steps to Reproduce:
1. Place a fence down.
2. Place a carpet on.
3. Jump it.

Works as intended, The carpet is a block off the ground (can jump on it) which doesnt affect the fence post.

Yes but the fence height still affects it, when you stand in the middle of it u go up half a block
