villages not generating

I don't believe villages are generating in new worlds with 13w37b. I created a world in either 13w36a or 13w36b that spawned into village. The world was recreated in 13w37b with no village, but everything else was the same. I've spent many hours exploring other worlds on 13w37b, and have not seen a single village since the update.
