Unless some major rewriting has been done on where villages spawn between 13w37a and 13w37b then there is some fault with the spawn algorithm.
Because when loading the seed "-1635332903" in 13w37a you spawn in a nice village with a blacksmith, but when generated in 13w37b there is no village in sight.

Be sure to upvote this issue as well Donna. Did you try same seed in a previous snapshot as well and found the village there?
No I can't I have an issue with the launcher that has never been resolved. So I can only use the latest and greatest version. I have a pretty good idea that the only thing that can fix it is to reinstall windows 😞. I did however run Admist 3.2 and went to every location that said a village should spawn. No luck (As well I did some creative flying - no luck, Although the temples were where they were supposed to be.)
I'd like to confirm this. I created a new world with your seed on 13w36b and there is a village. Deleated everything and created a new world with same seed in 13w17b and there is no village, but the biome distribution is exactly the same. The sandstone structure spawns both times, but not the village.
Confirmed.
A world created in 13w36a was recreated with 13w37a - the villages are generated, but when recrated with 13w37b, the villages aren't generated.
I've found that no villages generated in my newly created world for 13w37b.
Note: I have not used this world in any previous version. I am not trying to transition a world to this snapshot.
