Poppy Flowers Not being Seen

A frend places a red poppy flower in a pot and only he can see it..

What I expected to happen was that anyone could see the flower

What actually happened was...:
only the person that placed the red poppy flower could see it there

Steps to Reproduce:
1. go on any server with another person
2. have fiend place flower
